Karina Mendoza Appointed as Director of Grants Administration

United Independent School District has appointed Karina Mendoza as Director of Grants Administration.
Ms. Mendoza has more than 22 years of experience in progressive leadership in public sector procurement, grants, and quality management. She is a results-driven management professional skilled in contract negotiation, project administration, regulatory compliance, and organizational improvement.
In her previous post as the Purchasing and Construction Procurement Manager since 2012, she oversaw multi-million-dollar projects, supervised cross-functional teams, and drove operational efficiencies through technology adoption, policy development, and vendor engagement. She was recognized for spearheading the District’s transition from manual bid processes to digital bidding systems and e-signature approvals, saving significant resources and streamlining operations. She cultivated best practices in procurement and construction, advanced vendor compliance standards, and led staff training initiatives across administration and finance functions for the implementation of commodity codes in September 2025.
Her previous roles include serving as UISD Procurement Officer beginning in 2006, Director of Quality Management and Utilization Management at Border Region MHMR Center, Licensing Auditor for the Texas Department of Family and Protective Services, and Income Assistant Social Worker at Health and Human Services Commission. Throughout, she has developed a reputation for analytical rigor, process optimization and effective stakeholder communication.
She holds Bachelor of Business Administration and Master of Business Administration degrees from Texas A&M International University, with specialized certifications in school business, alternative education and real estate. Known for strong organizational and writing skills and a proven ability to deliver cost-effective solutions, she excels at developing systems, policies, and teams positioned for lasting impact.
She is also a fitness enthusiast and an avid runner, who has completed marathons and half marathons. She is a certified indoor cycling coach and group fitness instructor, who brings the same discipline, endurance, and motivation from athletics into leadership. She is also an expert in several forms of dance, including flamenco, and finds creative expression through movement and music.
An avid traveler, she enjoys exploring new cultures and perspectives, believing that learning extends far beyond the classroom or the office. Curious by nature and committed to lifelong learning, she is known for her optimism and belief that attitude has the power to shape outcomes.
