Mr. Javier Montemayor, a dedicated advocate for our community, was elected to the United I.S.D. Board of Trustees in November 2010. He served as both President and Vice President from 2013 to 2016 and currently holds the position of Board President.
A practicing attorney since 1997, Mr. Montemayor earned his law degree from Texas Southern University, his master's in Political Science from Texas A&M International University and his bachelor's degree in Political Science and History from Texas State University.
Mr. Montemayor has successfully handled thousands of cases and litigated to verdict hundreds of jury trials in both our state and federal courts. He has maintained a private law practice in Laredo and surrounding areas for over 27 years, focusing on criminal defense and family law and has served as general counsel for various multi-million dollar corporations. In addition, Mr.Montemayor has been appointed by the governor of Texas to serve as Hearing Master for the Texas Education Agency and guided various south Texas school districts in their employee relationship processes.
Mr. Montemayor's experience includes serving as an Associate Webb County Juvenile Judge, Assistant District Attorney for Webb and Zapata Counties and as an associate for the Law Office of David E. Garcia in Laredo and Victoria, Texas. Throughout the years, Mr. Montemayor has continued to serve as an adjunct instructor for both Laredo College and Texas A&M International University challenging and educating our community's young minds in legal education. Before practicing law, Mr. Montemayor worked with the City of Laredo as an Administrative Director and Compliance Officer for the Community Development Department and as a grant writer with the South Texas Development Council.
In addition to being a strong benefactor to various charities and organizations, Mr. Montemayor awards scholarships to local college bound students who display the ideals of service to the community. As such, Mr. Montemayor continues to be an active member of the community. He has been recognized by our local LULAC Council 7 and 12 for the Higher Education and the Tejano Achiever awards for his work in the field of Education. Mr. Montemayor has served as chairman of the Webb County Democratic Party and a member of the Ad Hoc Ethics Advisory Committee with the City of Laredo. He belongs to St. John Neumann Catholic Church, where he has served as an usher, lector, ACTS retreat team member and committee board member. His many professional organizations include the State Bar of Texas and Webb County Bar Association, the Texas Criminal Defense Lawyers Association and the National Association of Criminal Defense Lawyers, to name a few.
